I. PURPOSE:
To establish procedures for alert and notification of the public in the event an accident occurs at the McGuire Nuclear Power Station.
II. SCOPE:
This SOP includes procedures to be used as a secondary or back-up to the primary alert and notification system as covered in the "North Carolina Emergency Response Plan in support of the McGuire Nuclear Power Plant."
 
III. RESPONSIBILITIES:
Fictitious County has the responsibility for all warning within the county. When public notification has been recommended by McGuire Officials or ordered by the State Emergency Response Team (SERT) after it has assumed command and control county emergency personnel will immediately implement all means at their disposal to alert and instruct area residents.
 
IV. PROCEDURES:
  A. McGuire Plant or SERT notifies county warning point to activate alert and notification.
 
  B. Telecommunicator(s) on duty will notify the Emergency Management Coordinator. If the coordinator cannot be contacted in five (5) minutes the telecommunicator(s) will proceed to contact, in line of succession, the coordinator's staff.
  C. The same procedure as above will be used for the Sheriff's Department.
 
  D. Telecommunicator(s) on duty and/or operations officer will contact others on Key Alert List.
 
  E. Activation of alert and notification by county.
 
  F. Upon instructions from county officials:
 
    1. The telecommunicator(s) on duty will activate the primary alert and notification siren system.
    2. The telecommunicator(s) on duty will activate the secondary or back-up alert and notification system by notifying those fire departments assigned alert and notification tasks to dispatch emergency vehicles with effective sound devices, sirens and/or public address systems. Vehicles will be dispatched along pre-assigned routes, will stop each quarter (1/4) mile in populated areas and make the following announcement:
 
     

ATTENTION...ATTENTION...AN EMERGENCY SITUATION HAS DEVELOPED IN THIS AREA THAT CAN               AFFECT YOUR SAFETY.  TURN ON YOUR RADIO OR TELEVISION FOR INFORMATION AND INSTRUCTIONS.
 

G. Notification from McGuire to take immediate action:
 
    In the event an emergency at the McGuire Plant that would require immediate protective action should occur, not permitting time for telecommunicator(s) to notify county officials and under the advice of the McGuire Plant Control Room:
    1. The telecommunlcator(s) on duty will initiate the alert and notification procedures outlined above.
2. The routes will be re-run after initial notification to ensure notification is complete.
    3. Emergency vehicle personnel assigned alerting and notification responsibility will report their arrival in assigned area to the EOC and upon completion of task. (See assigned routes)

Description: Lake Norman area east of SR 1100 and SR 1112
  SR 1100 (Brawley) from southern most end to SR 1115
  SR 1117 from SR 1100 to end and shoreline extensions
  SR 1222, SR 1257, SR 1445, SR 1115 from SR 1100 and all shoreline extensions
