SPECIAL NEEDS POPULATION
FICTITIOUS COUNTY EMERGENCY OPERATIONS PLAN

| I. PURPOSE | |||

The purpose of this procedure is to outline the steps and to
identify the resources necessary to ensure the timely response for the
evacuation of all people within the 10-mile Emergency Planning Zone (EPZ) of
the McGuire Nuclear Power Station identified as without any available
means of transportation or having any special needs. |

| II. SCOPE | |||
|
|
This procedure addresses all transportation disadvantaged or dependent people with emphasis on the homebound handicapped persons. | ||
| III. GENERAL | |||
|
|
All transportation dependent people within the County have
been pre-identified and a list is available
to ensure coordination and control of available evacuation transportation.
To these requirements the necessary resources are further identified herein to ensure
this special population is safely and timely evacuated to shelters outside
the endangered area or 10 mile EPZ. |

| IV. PROCEDURES | |||

A. ALERT
On receipt of an "Alert” class of emergency or
higher level warning from the MNPS and after consultation with the chairman
of the Fictitious County Commissioners, the EOC Operations Officer, will
direct the Director of Social Services and/or Director of Health on the EOC
Staff to effect a direct notification to the below individuals/agencies to
prepare for a possible evacuation of handicapped or special needs persons
within the 10-mile EPZ and to place their resources on standby alert. |

| B. COORDINATION AND RESOURCES | |||
| 1. | The Director of Social Services will coordinate vehicle transportation assistance. School buses made available for this purpose would be driven by adult drivers. Backup vehicles for handicapped persons may be provided by the Council On Aging and D.S.S. | ||

2. | The Bogus City Rescue Squad, Fictitious Rescue Squad and Fictitious County EMS will evacuate non-ambulatory people from their homes, by ambulances, to facilities designated by the EOC staff. Identification of these people is to be determined through personal need cards and other methods. | |

| V. DIRECTION AND CONTROL | |||
|
A. Direction:
The Director of Social Services and/or the Director of Health on the EOC staff is delegated the authority and assigned the responsibility to act for the County in coordinating the evacuation of the transportation dependent population. He will maintain, as a minimum a list of known homebound handicapped people and that portion of population which has, through and annual mailing of the McGuire Emergency Information Brochure, requesting transportation in case of an evacuation resulting from an accident at the MNPS. |

Control: The Director of Social Services and/or Director of Health will cause the dispatch of appropriate vehicles, through the Operations Officer. |
